According to Bloomberg Government, federal contract spending came in at over $645 billion in 2021 with work ranging from janitorial and office supplies to technology and planning. Doing business with the government can be very lucrative.
That’s why JEDCO and the Jefferson Chamber of Commerce teamed up to bring you a Prosper Jefferson seminar on how to secure government contracts – both at the federal level and locally. We invited four experts to provide best practices and top advice for how to navigate the contract system. During this seminar, you’ll learn basic requirements of doing business with the government and how to secure government contracts. You’ll also learn about the SBIR & STTR programs, and you’ll hear case studies from businesses that have successful track records in obtaining government contracts.

Sam Briuglio
Senior Vice President of Pond & Company
Sam Briuglio is Senior Vice President of the Federal Program including Federal Master Planning & Geospatial at Pond & Company, a full-service architectural, engineering, and planning firm that has been serving DoD and Non-DoD Federal clients for the last 55 years. As Senior Vice President of the Federal Program, Sam leads a team of planning, design and geospatial professionals at multiple locations throughout the US including New Orleans, Huntsville, Colorado Springs, San Diego, and Atlanta.
A native of New Orleans, Sam earned a Master’s Degree in Geography from the University of New Orleans, and has worked on federal and military master planning, geospatial and design projects for all branches of the US military, as well as EPA, NOAA, USGS, FBI, GSA and other organizations. He holds a high specialization in Federal and Military program development for multiple organizations worldwide. In addition, he is an instructor for federal planning at the University of New Orleans.
Colleen Broussard-Perry
Senior Government Contract Consultant with Louisiana Procurement Technical Assistance Center
Colleen brings more than 30 years of government contracting experience to the Louisiana PTAC team. Colleen joined the LA PTAC in December 2019, having retired in 2018 after 34 years of federal government service. During that more than 30-year tenure, Colleen served as a Contract Specialist, Contract Administrator, and Contracting Officer. Colleen has experience in contract pre-award, post-award, administration, and close out, and oversaw Construction, Supply, Service, Grants, Leasing, and Architect-Engineering contracts.
Colleen’s tenure in contracting allowed for a wide variety of duty assignments, which included: Oakland Army Base, NASA Ames Research, Onizuka Air Force Station, McClellan AFB, Mather AFB, Defense Language Institute, US Army Reserves Fort Hunter-Liggett, Travis AFB, US Army Corps of Engineers Sacramento District, Defense Contract Management Agency Lathrop/Roseville CA Campus, General Services Administration San Francisco, United States Department of Agriculture, Department of Interior, Department of Veteran Affairs, and Louisiana National Air Guard.
It is the LA PTAC's goal to provide specialized and professional procurement technical assistance to Small and/or Large Louisiana based Businesses who are actively seeking and/or performing on contracts and subcontracts with Federal Government Agencies, State, Parish, Local & City Procurement Offices. Colleen’s coverage includes Jefferson, Orleans, Plaquemines, St. Bernard, and St. Charles parishes.
Hutch McClendon
Business Consultant with Louisiana Small Business Development Center
Mr. McClendon brings over twenty years of experience as an entrepreneur. He primarily works in the areas of strategic business planning, technology commercialization, and financial analysis and modeling. His previous two companies were software as service providers in the Petro-Chemical and Telecom Industries.
Before joining the SBDC at LSU Mr. McClendon was President and Chief Executive Officer of Precision Global Alert, “PG Alert” a patented software solution to geo-target all public alerts using a one-way broadcast. For over ten years he worked in Washington DC to build support from the FCC, FEMA, NWS, public safety, and Congress to geo-fence all public alerts, so alerts are targeted to only those people the alert is relevant. He served as a member of the National Advisory Council (NAC) Federal Integrated Public Alert and Warning System (IPAWS) Subcommittee and served as Member of the FCC Advisory Council (CSISRIC IV and V) on improving Geo-fencing of our National Wireless Emergency Alert solution. PG Alert won support for its device-based location solution to be added to all wireless devices with the passing of FCC Report & Order 18-4.
Before PG Alert, Mr. McClendon was CEO and President of Flow Logic International, an international software company that designed the first data-centric plant design solution. Mr. McClendon negotiated the sale to Autodesk, Inc. in 2007.
Prior to Flow Logic International, Mr. McClendon was a banker with Banc of America for 14 years. He specialized in raising capital and providing financial products to the cable, telecom, and the wireless industries. Mr. McClendon is a native of Baton Rouge, LA , he earned a MBA from Tulane University and a BBA from Southern Methodist University. Mr. McClendon served on the boards of Entrepreneurs Organization in Louisiana, the St. Francisville Area Foundation, and the Baton Rouge Area Chamber.
Rocsean Spencer
Small Business Program Director for New Orleans Ernest N. Morial Convention Center
Rocsean Spencer, CCA is the Small Business Program Director for New Orleans Ernest N. Morial Convention Center and industry leader in conventions and tradeshows. The Ernest N. Morial New Orleans Exhibition Hall Authority (“Authority”), the Convention Center’s governing board, created the position to promote the importance of diversity, inclusion, and small business development at the Convention Center. In this role, Mrs. Spencer is tasked with developing and managing the Small and Emerging Business Opportunity Program, and serves as liaison between the Authority, internal stakeholders, and the community.
Mrs. Spencer comes to the Convention Center from the City of New Orleans, Office of Supplier Diversity (OSD) where she served as the Department Lead. In this capacity she oversaw certification, compliance and outreach for local small and disadvantaged businesses. Under her leadership, OSD continued to follow the reformed DBE program and DBE ordinance that strengthened DBE Rules, Regulations and Compliance for city contracts. Prior to that tenure she served in OSD as a Certification Officer, Compliance Officer (managing a portfolio of $150 million dollars of Public and Private Sector funds), and the Certification Coordinator overseeing the SLDBE certification department.
Mrs. Spencer is a skilled and proven leader with sound knowledge of developing and administering small business and compliance programs, including DBE Programs, Supplier Diversity Programs and Contract/Compliance administration. She has broad knowledge about trends, movements, and policy development to stimulate appropriate programming direction in the areas of equity and inclusion.
Mrs. Spencer earned her B.A. in Public Administration from Southern University at New Orleans. She also earned her Contract Compliance Administrator Certification from American Contract Compliance Association and Morgan State University for Continuing and Professional Studies.
In addition to her memberships in several professional and community organizations, Mrs.
Spencer serves as a committee member on the City of New Orleans, SLDBE Appeals Committee.
